The City of Belfast's Harbor Department is the port authority in Belfast Harbor. The Harbormaster is responsible for overseeing the permitting of moorings and other marine structures in Belfast Harbor. The Harbormaster also oversees the management of Belfast Harbor waters and enforces state, federal regulations, and municipal laws in the harbor as well as conducting water searches and rescues.

Belfast Harbor's Harbormaster issues permits for city moorings. An annual permit costs $60. Belfast Harbor rents transient slips and moorings at the City Landing and a few slips at Thompson's Wharf. There is usually a waiting list for seasonal slips that is maintained by the Harbormaster. In 2005, the Harbormaster issued 350 mooring permits.

Belfast Harbor does not have a designated anchorage area at present, but the city is creating one. Today, boaters can anchor in the silt-and-gravel anchorage area ground outside the mooring field. For transient boaters, Belfast Harbor has two designated areas: the City Landing and Heritage Park next to the Landing.

Belfast Harbor is located on the Northwest Penobscot Bay at the mouth of the Passagassawakeag River. The entry channel to Belfast Harbor is 4.6 meters (15 feet) deep. Alongside depth at the fuel dock is 3.7 meters (12 feet).

A fuel dock is available with 89 octane gasoline and diesel fuel, and there is a pump-out station for holding tanks. There is a launch ramp for slipholders at Belfast Harbor as well as help with docking, dock carts, and trash pick-up service. There are restroom and shower facilities, and ice is available in blocks and cubes.

Belfast Harbor offers offices services that include messages, mail, Fedex and UPS deliveries, package holding, a data port, and a book swap. There is also a boater waiting area. Summer hours are from 7:30am to 7:00pm every day. Off season hours are 7:30am to 3:30pm from Monday through Friday.
